Public Contract Law Education Survey

As you may know, last summer I became Chair of the ABA's Public Contract Law Section Special Committee of Public Contract Educators. My primary effort since that time has been to begin collecting information regarding the state of government contract law education. If I am able to collect sufficient information, I will publish the results, possibly in the ABA's Procurement Lawyer. Basically, I'm trying to assemble a list of:

(1) everyone who is teaching (at the graduate level -- J.D., LL.M., S.J.D., etc.) government contracts or federal procurement law or any related topic - whether full-time or part-time faculty (adjuncts, lecturers, etc.). In addition to submitting information on your own courses, please do not hesitate to mention others you know teaching at other schools;

(2) what is being taught (or what is covered, e.g. survey courses, formation of government contracts, administration of government contracts, cost or pricing, comparative public procurement, seminars, thesis or writing requirements, etc.); and

(3) what books, materials, or sources are used in the classroom.

Any input, regardless of form, would be appreciated. If the attached form saves you time or effort, please use it. If you prefer, simply forward a copy of your most recent syllabus to me. Please do not hesitate to call me directly (at 202-994-3037) or submit a response by mail, facsimile (202-994-3037), or e-mail (sschooner@main.nlc.gwu.edu).

In addition, two other scholastic items related to government contracts education may interest you.

(1) Although there has been growth in the number of entries in the ABA's Public Contract Law Journal Writing Competition, few papers are submitted from "outside the beltway." If your students research and write on relevant topics, please encourage them to submit their work. The ABA offers generous cash prizes, the deadline is typically in the early Fall, and details periodically appear in the Public Contract Law Journal.

(2) Our intramural government contracts moot court competition continues to expand. This year, with financial support from McKenna & Cueno, we broadened our competition to include both J.D. and LL.M. students. We soon hope to invite other schools to participate, possibly as early as the 2000-01 academic year. If you perceive potential interest at your school in this competition, please let me know.

I look forward to your responses and the opportunity to continue this dialogue. If you have the opportunity, please visit my government contracts web page, particularly my "courses" and "links" pages, at: http://docs.law.gwu.edu/facweb/sschooner. I'm always looking for suggestions to improve this vehicle. Best wishes for the new year.

Sincerely,
Steven L. Schooner
